what "cms"? it stands for centimeters... there's 2.54 of them in an inch. Maybe the US is just catching up to the rest of the world and realizing that inches are terrible measuring tools.
The rain is more commonly measured in millimeters because its impossible to measure the volume of water that fell. It is easier to measure how high the water level would be if none sunk into the ground and it is also easier to comprehend

Because meteorology is a science, egro the SI system is used. The imperial/US system sucks. No standards at all.
