Easy. What you want to do here is put your second line in the correct format Y=Mx+B once you have done this you should have 6y=2x+18 now your not finished yet. You still need to get Y by itself. Divide everything by 6 and you get y=1/3x+3. Looking at the slopes it appears that both of your lines have the same slope, therefor both of the lines are parallel.
