I'm practicing my Spanish with a letter to my grandparents from Nicaragua and am referring to my teachers in school several times in it. However, I'm not sure whether I should refer to my Spanish teacher, Señor Ruiz, as Sr. Ruiz or El Sr. Ruiz?
When is each appropriate?

When you address someone directly, then no article. Hello Sr. So-and-so.
When you refer to someone indirect, then do include the article. I said hello to el señor So-and-so.
Capitalize the S in Sr. only when you use the abbreviation for señor.
Es correcto El señor Ruiz: por ejemplo:
Mi maestro de español el señor Ruiz
"Señor Ruiz" when addressing him directly, ("Buenos días, Sr. Ruiz"). When talking about him, you would use "el Sr. Ruiz", ("El Sr. Sanchez es un hombre grande".)
Just say to MAESTRA DE ESPANOL. = Senor Ruiz
