Русский язык but Российский флаг. (language of a people - flag of a country)
Русская кухня but Российская история. (cuisine of a people - history of a country)
Русский человек but Российский гражданин. (a member of a people - a citizen of a country)
The title nation is just one of many dozens of nations living in the country, so if you want to attribute something to this particular nationality, use Russkiy; if you speak about the whole country, it should be Rossijskiy.

PS. This is a "Travel/Russia" section and the most of people here are Russians. In Russian the word "nationalnost'" means exactly "ethnisity", so a lot of Russians incorrectly understand what "nationality" is :)
