Sir/Madam,
Legally I am a NY state resident, I have driver license that issued by state of NY and my primary residence is in NY as well. Last year I have spent close to eleven month outside NY State because of my work. Do I still have to pay state income tax or there is something states that I can be exempted.

You may have to file a state return in both states. One as resident and one as nonresident. You should get a credit on your resident return for taxes paid on the nonresident return.
with all your connections to NY you very likely are considered a NY resident
working elsewhere less than a year would mean a non state return where you worked and a NY state based on your 'residency'
in case you gross below $5450 for 2008 you may desire to get all your federal earnings tax withholding returned, in case you document a tax return next year - use style 1040EZ. you will not get returned the quantities they withheld for social risk-free practices and medicare. unsure correct to the long island withholding.
