Yesterday she was at the groomers (she’s an 8 year old Shih Tzu) and now she keeps quietly whining like almost a quiet grunting noise. She’s holding her neck out and also won’t eat. She’s drank some water though. She’s been coughing as if to puke but hasn’t eaten so won’t puke. Not moving around much. She’s always had skin problems, so maybe having her fur shaved irritated it? Seems to be something internal though. Any ideas of what might be going on / treatment ideas? Definitely will bring her to the vet if she doesn’t eat soon.

Take her to the Vet asap. They will be able to tell what is wrong and what the culprit is. Likely the groomers have caused harm. Accidental or otherwise, they will be held liable. If your dog is just sick then you would be dealing with this regardless so best to have it checked out.
Smooth your dogs belly.
Your dog could have constipation. Take your dog to a pet and get him/ her seen.
maybe they fed him something bad
They poisoned him
Collapsed trachea is a very common injury with small dogs often occurring while being groomed. It’s typically associated with the grooming noise kept around a dogs neck to help contain them on the table. I would say it’s a definite possibility from your description and take it to your vet ASAP would be my recommendation. Regardless of other factors, any time eating and drinking especially is being avoided, there should be heavy concern. I truly wish you both the best dear
COuld be all sorts of things ranging from an injury sustained at the groomers through rough handling, illnesss, something stuck in her throat, etc How on earth would we know???? We are not trained in veterinary medicine, and even if we were we cannot do the necessary physical exam/tests to work out what the problem is - thats why we have VETS!!!!
There is clearly something VERY wrong if she is making strange noises, coughing, etc and the poor thing is obviously suffering due to that so get her to a vet for PROPER diagnosis/treatment NOW before you kill her with neglect!! It costs money, but thats all part of being a RESPONSIBLE animal owner!!!
The coughing could be something stuck in her throat. How could she eat if something is blocking the way. I am concerned about the coughing. Could be from being strung up too high by the noose groomers use to control dogs. If your dog fought the grooming process the groomer had a really hard time grooming your dog. Probably had to string it up high to keep from being bit or to shave the legs & feet. Many times I had to do that cause the dog was totally untrained & would fight the whole process.
I too have seen the abuse in grooming shops & have read of many grooming horrors, I ran my shop completely different. I'd get dogs that wouldn't want to go home when mom or dad came to pick them up.
Boil up some rice & mix in some kind of meat (protein). It is easier to swallow & won't hurt as bad to swallow. Have her checked by your Vet to see if the groomer damaged your dogs neck/throat. Perhaps this person has no business working with animals.
Groomers are not always kind to your pet. My daughter is very particular who grooms our dogs now since she worked in a groom shop one summer. Things she saw was groomer manhandling dogs, leaving them under the dryer to the point of giving them heat stroke. I would take her to the vet right away because it sounds as though she has been injured.
Update— bringing her to vet right now
a dog that drinks could throw up bile - she might have had a too tight neck restraint at some point, or it may be something else entirely - I would consult the vet
