I'm no liberal, but your source is completely wrong. The bill bans private companies from charging money to perform 'anti-gay therapy'. It is considered a scam and will not be allowed in California. The bible is NOT mentioned anywhere in the law.

"Congress shall make now law establishing a national religion" and "nor preventing th free exercise thereof"
