No, his father did it in 1968 when he ran for president. He started the whole thing. George Romney released 12 years of his saying one wasn't good enough. He was a Mormon also, born in Mexico to Mormons and that produced questions about his birth certificate too, but not for long.

Mormons are required to give 10% of their income to the church. I think Mitt will not release his returns because he did not give the required amount and there is a penalty from the church for that.

Those two things are unrelated. Romney will not disclose how much he gives to his church, however, he will release his tax returns. There is a difference.
