Obviously not. God created mankind with free will, meaning you get to chose. In the garden of Eden God presented mankind with a choice, obey me and do not eat of the fruit, or disobey me and eat of the fruit. You know which way that went and we are paying the price ever since.
The will of God is expressly stated in only one verse in the Bible. Jesus said, "For my Father's will is that everyone who looks to the Son and believes in him shall have eternal life, and I will raise him up at the last day."
The fact that many won't even do that much to be saved from eternal torment is evidence enough that God has given us free will. We can benefit from the right choices and pay the consequences for the wrong ones. Either way, God will give us the desires of our hearts.
(James 1:13-15) When under trial, let no one say: “I am being tried by God.” For with evil things God cannot be tried nor does he himself try anyone. 14 But each one is tried by being drawn out and enticed by his own desire. 15 Then the desire, when it has become fertile, gives birth to sin; in turn, sin, when it has been accomplished, brings forth death.
So clearly, most evil things that happen to us is because we get ourselves in those situations.
In turn, the Bible mentions what really is God's will:
(1 Timothy 2:3-4) This is fine and acceptable in the sight of our Savior, God, 4 whose will is that all sorts of men should be saved and come to an accurate knowledge of truth.

Not all that happens is the will of God but the works of the devil. Sometimes God allows the works of the devil to happen so that people will remember him. In the scriptures it says that God allows the sun to shine to the wicked and the elect, and this is how he works, fair to everyone on earth.
God has set up spiritual laws in the universe, as well as physical ones, that govern all of humanity. Just as with the law of gravity, when you drop something it falls; when you do something, there is a natural consequence that is not readily visible to everyone. God literally needs not do anything except allow his laws to govern.

However, the things that Satan has in the works, God is allowing for this time, but not forever.
When Satan got cast from Heaven, he made a claim that if given the free will to choose, humans would NOT choose to follow God.

Yes, in the sense though, that sometimes God is the CAUSE of things, other times God ALLOWS things, but at ALL times, God KNOWS things.
