y - y1 = m(x - x1)

y - - 2 = - 4(x - 3)

y + 2 = - 4x + 12

y = - 4x + 12 - 2

y = - 4x + 10

Rearrange into standard form

4x + y = 10

Parallel lines have the same slope. Slope of line = -4.

y = -4x + c

when x = 3. y = -2
