The Church grants the priest the power of absolution, not God. Repentance and abstinance from repeating the sin is up to the individual. Each one has to know God and what requires of us to be his friend.
No, no one represents Christ in regard to judgment of anyone. Only he and his Father, Jehovah God, can really know a person and their motives. Priests can't grant absolution, they can't even teach the truth of the Bible. And no where in the Bible does it say they can. Rather like the religious leaders of Jesus' day, they want to make their own laws and disregard those of Christ.
