A GSD is not a good dog for a first time dog owner. Start out with a dog that is not on bls list. Avoid the dangerous breeds as your first dog. Avoid high energy dogs or be prepared to run them several miles a day, 2 or 3 times a day.
Perhaps a Standard Poodle. Poodles are the second most intelligent dog breed. First is the Border Collie but it is a herding breed & needs a massive amount of exercise. The poodle is easy to train & are just as loving as other breeds. You could google, hypoallergenic dog breeds & find one that doesn't shed. Poodle also falls into this category cause of its coat. They don't shed much but they do need to be groomed on a regular basis but this is something you can learn to do yourself, unless you want a fancy cut on the dog.

A German Shepherd is not a beginner's dog. How about a Doberman? Dobermans are more reliably loyal than GSD. And they love Netflix.
Why not foster for your local shelter instead? You give them a home life, it's short term, they pay for all vet costs and generally for the food too.

No single person should have a dog. They require a lot of attention.
