It depends primarily on your latitude. If you are at a latitude above around the 45th northern parallel or below around the 45th southern parallel then you would be hotter in the summer and cooler in the winter. In between these zones you would be cooler in both the winter AND the summer. The planetary tilt wouldn't make all that much of difference in the middle of spring and fall, but THAT wouldn't make much of a difference to the severely different and volatile climate we would experience.
A. The sun would be moving right along ! It would appear overhead for a short time - it then would be HOT ! But.. it wouldn't be there long. If you lived at the equator, the sun would be 60° north of you in the northern hemisphere Summer - and vice-versa in the northern winter, when it would be 60° South of you!
So - the Warmest place on earth, the equator.. wouldn't be tropical - it would experience Winters ! 2 short, cold Winters per year. And 2 short mild periods and 2 short & Hot 'Summers'.
I say experience warmer temperature. Being that it's tilted more towards the sun.
