You got PR status 9 years ago and have yet to complete your residency requirements? If you do not complete your residency & other immigration requirements according to the regulations, you do not get citizenship. If you leave Oz, no passport. No exceptions, no excuses. If your family was not ready to settle down IN Australia permanently, then you should not have applied for PR yet! Now, it looks like that shot sank in the ocean.
For citizenship you must spend the 4 years within Australia of which only a max of 90 days in your final year can be outside Australia. Sorry but there is no other way. If you are not in Australia for a period of time you have not shown your commitment to Australia only to your husband. Your other information is wrong.
