They have reached a point of hardness of heart against God and Christ that puts them in the same category as the Pharaoh who resisted God ten times, and only caved in when his own firstborn was struck dead by the Angel of Death. Nobody can actually do anything to avoid hell, because we all deserve it for our sins. But Jesus became one of us (though without sin) to die as the only perfect sacrifice for sin there has ever been. Because He was fully human, He fully represented all humanity. Because He was fully God, He had the magnitude of deity needed to deal with all sin ever committed. Only what HE did enables repentant believers in Him to avoid hell. He bore their punishment. Faith in that is essential. The Holy Spirit gives such saving faith to all who call sincerely upon His Name. They will never commit the unforgivable sin because the indwelling Holy Spirit then guides and changes them through the rest of their lives - and all for God's glory.
Any sin can be forgiven as long as one is still living and a person can know this with certainty by reciting the rosary every day with care and sincerity.
Blasphemy is defamatory, injurious, or abusive speech. Since the holy spirit has God as its Source, saying things against his spirit is the same as speaking against God. Unrepentantly resorting to speech of that kind is unforgivable.
