I'm not a mathematician, but here's my take:

I'd say no, it doesn't mean that there is no relationship. It means that if there is a relationship, it isn't described by a polynomial equation. However, there are non-linear relationships that appear to generate random or chaotic data. The r might be zero even though the points are 100% deterministic.
