Gods are not banned by the religion and if you want one or more you can have them. Some of the Hindu gods and the Christian and Islamic gods are accepted by some Buddhists.
Reincarnation is part of the process of being human and gods are not required to control it. Other forms of afterlife in other religions do not require the Christian God to be involved either.
Buddhists believe that life is both endless and subject to impermanence, suffering and uncertainty.

It's a personal god that Buddha didn't agree with. If you read the Tao Te Ching, you'll find the Tao is God but not personal.
It's just the way the universe works. No one needs to control it, just like the laws of physics aren't governed by any deity.
