If someone is clearly in a condition where they are dying and from the time they arrive at the hospital there is enough time to save them, if that person is made to wait in the waiting room and they die but could have been saved if they were seen right away, is the hospital responsible for that wrongful death?

Not always. Sometimes, there are many patients in that condition and the hospital can't treat all of them in time.
