My Club: Arsenal. I would reinforce the defence with the purchase of PSG defender 'Sakho'. Young, athletic and under played, however PSG need a certain amount of players that were educated in france in the team (basically 'french' players) so it would cost a fair bit, so id use 14 Million.
Id then bring aim to bring in 2 prospectful youth players (in defence) i'd set a 6m budget for that.
And then I'd start to pursue jesus Navas with the remaining £22m

Ok so Liverpool need attacking players who can score goals and Mertens and Matavz can definitely do that (look up their stats). They are consistent scorers and that is what Liverpool need.

I am not completely fond of Jose Enrique so I would bring in Criscito. Planning for the future, Varane would be a nice addition and he can help provide depth. The defence would be solid now and for the only part that is really strong the midfield I would bring in Kovacic. He has played a lot for Dinamo Zagreb and he is only 18. I would get rid of Joe Cole and Spearing permanently

I support Liverpool and Bournemouth but 42 million sounds a lot for a league 1 side, even one that has rich Russians backing it so I'll do it for Liverpool. I would like Liverpool for sign Sahin full time, that would cost between around 10 million because he's been replaced at Real Madrid by a cr*p Croatian, I'd use a couple of million to release Cole form his contract. I'd use the remaining money to buy two or three decent players who can either come straight in the first team or play in a rotation role.
Kevin Strootman would be my first acquisition. I'd say he would cost about 16mil.
Secondly I would bring in James Rodriquez for 25mil. He would be deployed on the left flank as Nani may be on the way out.
