No, the author has created a setting that is dystopian. Yet she fails to explain how things got like they did. This is just another reason why the Hunger games is crap in the category of writing and story telling. If you have that much character detail and character build up, on principle there needs to be back story.
If you read the book carefully, you can infer what had happened, and a short description is involved. The Hunger Games Dystopia came to be by war and riots.
