This is a mid to late 19th century painting by a competent (but not first-rate) artist.
Although it has a slight resemblance to the work of Horatio Henry Couldery it doesn't bear his distinctive signature (there seems to be a trace of a signature in the lower right corner) and the technique is different. Paintings of animal subjects were very popular in the later 19th century and many artists specialised in them, so it's going to be difficult identifying which one could have painted this.
It's in very poor condition and will cost a fair amount to restore.
Paintings of this type are quite collectable and so it will be worth a reasonable amount (although not a huge sum), and it's condition will substantially reduce it's value.
Take it to a fine-art auctioneer for appraisal.

Whatever you do don't try and clean it with linseed oil.
It's the wrong thing to use and because the paint is already flaking off you'll only make things worse.

You may be able to superficially clean it with linseed oil, but restoring it is a much complicated issue.
