I noticed that you can't type shift-' to get the double-quotation as part of the filename. But I saw this symbol as part of a filename: ”
If you paste this into the filename, it's a legal character. What is this character?

Even where it's a legal character it can cause issues in programming - best avoided.
In UNIX you can escape it with a backslash if you really need to handle a file with " in the name
