How do I go about bringing my non–EEA partner/spouse to Ireland if I'm a British citizen?

Hi all

I'm a British citizen looking to work in another EEA member state e.g. Ireland so that I can get an EEA family permit so me and my non–EEA partner/spouse may go to the UK with to hopefully get a residence stamp. I was told that my non–EEA partner would have to be in the EEA member state with me for the duration of 3 to 6 months so that we can apply for an EEA family permit, from what I understand my non–EEA partner doesn't require a visa due to my partners country of residence/passport but as a non–EEA partner/spouse on arrival in Ireland what would our next step be, will my partner be able to get an "stamp 4" since I'm a EU citizen so that my partner is able to stay with me so we can apply for an EEA family permit? Thanks.
