Google is refusing to pay revenue earned from valid clicks for my disabled account.
The reason for the account being disabled is as follows:
"Publishers are not permitted to place Google ads on sites with content advocating against any individual, group, or organization"
This would not be a big deal if they just canceled the account since I have already replaced the ads. The problem is the other part of the message:
"Additionally, as stated in our Terms and Conditions, publishers who have breached this agreement may not receive further payment. The earnings on your account will be returned to the affected advertisers"
The problem with this is even if Google does not want to advertise on the site anymore they had previously approved it at a time where it contained the content for which the policy violation was issued. In addition since all clicks were valid Google has no right to withhold payment for services rendered. I am currently negotiating with Google to assure that they recognize their error and issue a check for all ad revenue leading up to the date of cancellation.
If my appeal for money rightfully owed to me fails Google will be given a deadline to send notice that payment will be made in full or a campaign will be launched to deter people from using the AdSense service. I am currently seeking advice on how to persuade Google to pay what is owed to avoid this last step and any activity that may be necessary afterward.
I am sure they have done this to others and paying earning to the owner of a deactivated account is no different than having to give a fired employee their last paycheck. If the money was earned they owe period.

The site is a state with a great deal of unique content. Google's definition of clean is an un-American effort to restrict their AdSense partners from practicing free speech. As a result getting "clean" would be unethical.
Since they only owe me a few hundred dollars it is not worth suing over, so I think my best bet is to convince Google that I can become such a thorn in their side that they will realize that it will be much cheaper for them to pay me what is rightfully mine.
I can become a huge liability to them because unlike most AdSense publishers I possess the technical ability to inflict far greater losses on the AdSense program while generating revenue that would exceed my losses.

Google say they gave back the money they received to advertiser which included your and google potential earning. So no money for google no money for publisher too. Adsense publishers are not working for google but they are partnering with google. Be a good partner and google will be good to you.
If you want to still partnering with google, the best way is just make a good site with unique content and after it already established apply for another account or called adsense support and tell them what happen to your account and then tell them what you are doing now. I say this because I heard people got their account reinstated after they go 'clean'. So all the best.
