to make a motorboat licence? Or it means to pass the driving test?

2)Führerschein is the normal driving license. 'make' as in going to the driving-classes.

I'd add on point two that the way it's expressed is slightly unspecific, I'd generally say getting ones license. This could either mean the entire process of courses and practice and the test and so on or just taking the test.
Führerschein is mostly associated with a license to drive automobiles. If it was referring to a motor boat, this would either have to be clear through the context or you'd have to specify Motorbootführerschein.
