Is this correct?
Il y a beaucoup de jeunes, qui je peux parler á
or is it á parler? Or have I just completely misused this, and how can i say it another way?

No it is " à qui je peux parler ".
"Il y a beaucoup de jeunes, à qui je peux parler" .
Another option " auxquels je peux parler" .
Edit @ smartAZ : always "de" and not "des" after beaucoup : beaucoup de .
And the accent on "à qui" is required .
It's been over 50 years, so I can't be totally sure of the translation, but still I see your mistake: your English is awry.
"There are lots of young people, TO WHOM I can talk, and ..."
Therefore: "Il y a beaucoup des jeunes, a qui je peux parler." (Plural des.)
