They constitute "all the rest of mankind" and the fact that they were never "justified" also ensures them of a resurrection.

Those that have done good--are the justified. They have the robe of Christ's righteousness. One can only get justified if they come into covenant relationship with Jesus and God. Which means that they are running for the high calling, which means they have a heavenly hope.

So if one is running for the high calling (the one hope of our calling) then if we don't make heaven, we don't get earth either---so I don't know what you are talking about.

Christ is reigning now through His Church on earth. The bishops are the kings and the priests are (obviously) the priests.

When the world is judged, those who were awaiting to enter Heaven in paradise will be pleased.

The souls of the saved no longer die for they depart this life with their spirits to God, whereas before Christ the souls of all went to hell/hades while their spirits returned to God who gave them.

At the final resurrection, the souls and spirits of all will be reunited with their bodies for judgment.
