It doesn’t hurt him when I touch it. It doesn’t stick out you can just feel it in there. He recently tore his ACL but I don’t know if that would even be related. He’s 2 years old and was neutered as a puppy and I’m not sure if anyone else has had this happen to their dog

I'd make an appointment to have that checked out by a vet- an appointment for that specific thing, not just 'next time you go in'; just FYI.

Yes, to answer your question, your dog appears to have a growth where his testicles used to be.
You can have that checked out the next time you have a reason to be at a Vet Clinic. Dogs get so many lumps & bumps all over their bodies & it does take a Vet to diagnose what it actually is. If it starts growing or changing shape, take the dog in to the clinic.

V is right, you must see your vet about this. I hope it is just some fatty lipoma but the groin and skirt area (where the hind leg attaches to the abdomen) are common locations for mast cell cancer.
It difficult to see what this is ..... as with any new mass, get your vet involved!!
