These two are really not interchangeable because they have different meanings. 很 means "very" (adjective), while 是 means "is" (verb?) So if you say 我是好 it wouldn't make sense. It'd be the equivalent of saying I is good. Hope this helps. (:
I don't know the words you gave, so maybe this is Chinese instead of Japanese, (or it's just too advanced for me), but the Kanji (Hanzi) you ask about are nearly opposites. å¾ stands for things like 'correct', 'right' and 'justice' and æ¯ means things like 'be against' or 'be opposed to' or 'dispute'.
EDIT: Ignore this. It is clear from the other answers that posted while I was typing that this was Chinese. Still, it's surprising to me it can mean the things they say.
