I don't think I would really call it tough love, but it is definitely the best kind of love. God loves us based out of principal. He loves us even though none of us deserve to be loved, we are all sinners. He loves us even when we choose not to serve him, however, he does practice divine justice by handling matters as he sees fit. If we do have love for God, love enough to live our lives according to his will and purposes, then he will bless our efforts.
