Arguments for and against NYC’s proposed “Community Safety Act”?

Four bills (Intro’s #799, 800, 801, 881) that have been introduced in the City Council of New York, and which are currently awaiting a hearing and a vote, are collectively labeled the “Community Safety Act”. The content of the proposed Act has become a hot topic in the NYC mayoral election campaign.

Amongst other provisions, the proposed Act would ban the NYPD from using items such as a suspect's race, color, ethnicity, religion, national origin, age, sex, gender identity or expression, sexual orientation, immigration or citizenship status, disability or occupation.

So if the Community Safety Act becomes law: -

if I am mugged while visiting NYC;

and if I am able to tell the police that the mugger was an elderly white female of average height, with a prosthetic leg, wearing a US Postal Service uniform decorated with a large button stating “I support Lesbian Art”, and yelling “Allahu Akbar!” in an obviously Swedish accent …

the only description that the police will be allowed to circulate will be: “Suspect of average height.”

Why might this be a good reform?

How will it improve “Community Safety”?
