I worked in low income housing for 3 years dealing with people exactly like that & still do not understand what their problem is. Some just think the world owes them a hand out. Some have legitimate mental problems. And some are just stupid.
Some people have mental problems, not the least of which may be "terminal stupidity", or "chronic self-entitlement". We can't just throw them in the streets or stick them into institutions (other than prisons), so we try to subsidize their housing. Whether they understand their obligations is for the case workers to determine.
Because she didn't have the $50. I admit she really should've done whatever she needed to get the money but if she simply didn't have it then she couldn't pay it.
I think that for the most part its ignorance in understanding how the subsidy works, and like so many other things in life, some simply have to learn things the hard way.

Because she's a dumb*ss. When you don't pay the rent when it is due, you risk eviction.

Anyone poor enough that they qualify for this is not someone I expect to be good with their money.

The same reason that people who don't pay their mortgage but have equity don't sell and instead let the bank foreclose.

When some people get things for free they learn to not value or appreicate it and expect to get more as 'someone else' will pay as they don't have to
