It isn't based on how many counties you win. If that were the case then Trump would win Washington, Oregon and possibly even California as well as numerous other "blue" states and would win the electoral vote in a outright landslide.
But it is important to understand as the final ballots are counted where they are coming from since there are very clear trends which would help predict whether the final votes will work to close the gap or make it wider.
Arizona is going to come down to the wire and even if Biden holds on I think the networks that "called" it on election night have some explaining to do because its certainly not a sure thing for either candidate at this moment.

That's not how it works. If Trump wins in Arizona, he will do so because more voters in the entire state voted for him than Biden (and vice versa).

The Trump camp seems to think it can pull out AZ and PA.
