Why won’t my Troy bilt riding mower turn over with spark plug in? ?
So when I crank the engine without the spark plug it turns over easily. When the plug is in turns one and stops. The starter motor was very hot couldn’t even touch it. The mower was working fine but shut off randomly I believe Oil issues cause I Check the oil and I was very low. Do I
Have to adjust the valves or should I just install a new starter. What could be wrong? Also I tried jumping it with a car battery same thing

In the context of an internal combustion engine, 'turn over' means the engine has begun turning under its own power, instead of being turned by the starter. That is physically impossible without an ignition source for the fuel which is the function of the spark plug.
I am guessing what you actually mean is that the starter turns the engine when the spark plug is removed, but not when it is installed. That would be consistent with a weak starter than can't handle the compression that doesn't happen when the spark plug hole is open.
I suspect the starter needs replaced, but recommend having someone that can actually diagnose the problem(s) check it out first.
"Check the oil and I was very low." That could be the problem. Turn the engine by hand with the plug in with a ratchet and socket and see if you can turn it. If the engine is hard to turn, the engine has likely seized.
If you can turn it by hand, service the oil and put a new starter. Starter is probably shorted.
you better check that spark plug and make sure it's the spark plug that goes with the mower if you get a spark plug that is too long the Piston will come up and hit the spark plug and your engine will freeze. Sounds to me like that's what has happened
