I'm not sure what you mean by "useless". However, the effects on the German people made them powerless of object to the policies. Those policies did revitalize the German economy, which was a great relief to most of the people. Those not swept up in the fervor of the moment, saw ugly things happening and could only turn away and try to ignore it.
