I had taken off the stator cover and starter gears since the cover was cracked. I had put on a new cover and when I turn the key I can hear the fuel pump engage and the lights come on without any flickering. When I start it, I just hear a click and nothing happens. I had tested the battery, that’s good. The 30A fuse is good. The started is good and will spin when bolted to the gear, however, I had noticed that when I had put the bolts back into the starter idler gear, it doesn’t move freely. I know I’m not missing a washer somewhere. I had only saw two and that’s what had went back in there. When had I taken off the bolt from the starter gear I can move it freely. I have verified if the engine is seized, I can move it by hand so it isn’t. I’m thinking maybe it is something with the starter gear, is it suppose to move freely when bolted back on ? Or what other situation could it be since it isn’t starting and just a clicking noise.

Turn on the head light, When you hear the click does the headlight dim a lot? If so poor connection in the heavcy gauge wiring t othe starter or the ground cable. No change the starter solenoid is not pulling in or you've left a connection off somewhere.
Get a correct sized socket and turn the flywheel by hand. Engine is not seized, get a test light and check for power and ground at the starter when the bike is started. Power and ground is good and starter is not cranking, starter is bad.
