Me dicen is (They) tell me. In Spanish we use to omit the pronoun.
As in English, you don't say "me they tell me", because it does not make sense.
And there is an accent mark in "Háblame" because it is an proparoxytone word. And in Spanish the imperative form of "tu,habla" should has accent mark always that it has an unaccented pronoun because the words that it makes are proparoxytone words.
