Most Democrats did not support Truman's civil rights policy.
The "Dixicrats" or southern Democrats held a lot of political power and did not like the idea of Civil rights.
Also, JFK did not think it was the Federal Government's job to force civil rights on its people.
He took up the flag, but did not like the idea of social engineering.
