That would, of course, be the person or entity that needs and receives the most unambiguous benefits.
Of course I'm not positive but that would be my guess...
1) A per unit tax on gas would reduce consumption, so would improve our balance of trade, as well as reduce carbon emissions. It would also make our economy less susceptible to changes in the price of oil.
2 Grain farmers in general since many are switching to corn to take advantage of the program, it is increasing the prices of all grains.

but there are more people that benefit a lot of products that are going up in price supposedly because of higher corn prices is not true.. most of these products like cereal or milk the corn product is a very minor expense compared to the rest of them like shipping and packaging so when they double in price it's ridiculous and gives people the wrong idea about corn being used for fuel not for food.. plus more people probably benefit from it to like ethanol plants..
