Depends. Do you want to play international teams? Or do you want to play as a certain club? There's no real difference, it's just a matter of what skin you want, really. The Pro modes are almost incidentally the same, and so is the gameplay.
I prefer World Cup South Africa to FIFA 10, simply because it's the World Cup and I can play as my home country, Singapore. On the other hand, in FIFA 10, I can play as part of my favorite team, Manchester United. It's also fun to make a player who starts in a 1/2 star of 1 star team and gets drafted into better clubs as you go on.
