The AMD A8-4555M has a higher TDP than the Intel variant, however the AMD option has a more powerful graphics core than the i3 - 3110M and Intel HD 4000 graphics.
Not only does the i3-3110M not heat up as much as the AMD APUs, its overall performance is comparable to or only slightly below the AMD A10-4600M... Further more, the i3 will also consume less power which translates to better battery backup in the laptop... The only area in which AMD APUs win against the i3s is in integrated GPUs... The integrated GPUs in the AMD APUs are far superior to the Intel HD 4000... But if talking about only CPU and not graphical performance - the i3-3110M hands down...
