You can go to Canalave City and then take the boat to Iron Mountain(?). You have to beat a few Grunts with a man who looks alot like Sir Aaron-he'll team up with you. Make sure you have a spot in your Party for the egg. Then, later on, you will obtain the egg once you beat Grunts near the end.

# 59 is called Cherrim and it evolves from Cherubi at Level 25. I must have missed a trainer that had it. You can catch a Cherubi and then evolve it or go and look for the trainer that you missed.

# 115 is called Riolu and you get this Pokemon in an egg from Riley he is in Iron Island you can get to this island after you beat the Elite 4. Go to Canalave City and go to Canalave Docks and talk to the sailor he will take you to Iron Island.

try the elite four they usually have rare as rocking horse poo pokemon with them and also try the canalve library or the old guy who mentioned the legendary PALKIA and DIALGA. Talking to him will show the other legendary, in your case PALKIA. i hope that helps...
