Talent can't be taught - you either have it or not. However a talented person can take lessons to improve on their talent.
Skill is taught - However a lot of skilled professions have some very talented people in them that makes it more natural for them. Doing electrical work, bending conduit, is a skill that I can read up on, be taught, and get better at. But there are other people with just a little bit of training and a lot of talent that I'll defer to them as they can just visualize the shape needed, and through both their skill (training) and talent (natural ability) bend the pipe in half the time and in a more perfect shape.
