go to aerotrader.com or tradeaplane.com or any of the other online airplane classifieds and do a search by type. You will be lucky to find anything other than a 50 year old single-seater or an ultra-light for that price but good luck, there are a few hidden jewels out there.
Single seat, no license required (training IS REQUIRED), but affordable, the WEEDHOPPER or the VW engine powered LEGAL EAGLE or if you can build one (with the aid of the EAA local chapter, try the BETTER HALF AIRCRAFT for plans. These along with the USUA website and powered parachutes advertised in their magazine, Ultralight Flying, or the UltraFlight magazine (on most newsstands). Good luck.

...................you need to ADD ALL those factors in first,...also a one or dozen-off kit is going to get pricey when you need to get parts!????????..........................just a thought ,it might be worth their weight in JP-4 to pay a pilot/mech to do some research for you

you could get a J-3 piper cub, they are slow, but they'll be around 10k
One thing I learned a long time ago you don't want a cheap airplane. They should cost money if its to cheap stay away from it please
