I’m looking to buy a duramax soon and I remember that newer models have all sorts of emissions tech and stuff. If I remember correctly the last year they didn’t have the envisions stuff was 2005 or 2006? But my brother said on his he had to pay like $1000 for a thing to truck the truck into thinking the emmisions stuff was still there just so it could start. I’d like to avoid paying that and be able to mess with my truck. So what’s the last year model that doesn’t have those emmisions standards?

They all have egr and cat. I've heard non CA approved like 01-04 have nearly nothing. Good luck finding something that old that isn't used up. 07 is when they added more, like the dpf exhaust fluid. I suggest you study them and think about transmissions and other items more than emmissions. As you know there are options with emmissions, but some things you'll be stuck with. Going older the 06-07 has the 6 speed and runs good with some emmissions mods. Better choice than getting the older one.
By the time "Duramax" entered the market all engines had "emissions" on them that were built for use on the public roads. The engine was first offered in 2001.
To be "pre-emission" for a diesel engine has to be at least older then 1994 and that might be wrong (it might have been in the 1980's when EPA started cracking down on diesels).
If the vehicle is not going to be driven on public roads maybe a marine application ECM can be located.
All vehicles have had a type emissions since the early 80"s.
