It was gods punishment for the evil people in the world. Although there was one faithful man and that was Noah and his family. God instructed Noah to build an ark for himself and his family and two of every kind of animal. I imagine the people who saw Noah building the ark probably laughed at him.

In the original story, the purpose of the flood was not to wipe out wicked humanity, but to keep the noise level down --- the development of a babel of languages spoken by humans irritated a storm god.

We are unrighteous and sinners who can but repent of that and seek God's forgiveness. After the flood, the rainbow was a visual aid for all who believe the biblical account - to remind them of that, and of God's mercy in preserving those who, like Noah, "found favor with God". We seek to find favor with God through the one means He has provided - faith in Him, His promises, and His provision for having Christ be our righteousness.
The covenant God made with Noah and all generations thereafter has a lot more to it than God promising never to bring another global flood. Read all about it in Genesis 9:1-17. It deals with blood-guilt before God - our continuing problem. That is why Jesus said that "Just as it was in the days of Noah, so it will be" prior to His return to Earth to usher in the Day of Resurrection and Judgment. Nobody gets a sense of security when seeing the rainbow unless they are keeping the covenant that that represents. We have a part to play in keeping that covenant. God will keep His part. I think it's a combination of memories of major floods in various parts of the world at different times and the inundation of continental shelves at the end of the last Ice Age.
A very sad event as a demonstration of the sinfulness of man, but an amazing display of the grace and mercy of God in saving Noah and his family, when God had no obligation to save Noah.
It clearly covered the whole Mediterranean/Red Sea area, which was "the whole world" known to the people who lived in that area 5,000 years ago, including the biblical writers. The inland, elevated Black Sea is a remnant of that great flood.
