What is the magnitude of the force a +18 µC charge exerts on a +3.2 mC charge 38 cm away?
I realize this is probably an extremely easy problem, but I'm HORRIBLE at physics. Any explanation would be amazing.

then use Coulomb's formula and plug in the numbers.
F=(KQ1Q2)/r^2
so:
F=((8.99E9)(18E-6)(3.2E-3))/(.38^2)
F=3586.04
