I know that the reduction half reaction for the electrolysis of water is
2H₂O+2e- ➝ H₂+2OH-
I dont know what the oxidation half of the reaction
What is the value of E°ox???
Also, what is the difference between voltaic (galvanic) and electrolytic cell?

H2---> 2H+ +2 e- The E°ox of this half reaction is 0 (This is the standard E°ox given in my Physical chemistry textbook)
To find the E°cell its E°red-E°ox (E°red is -0.83) therefore E°cell is -0.83 meaning it's nonspontaneous and your delta G is positive which means it's also nonspontaneous. But it can be spontaneous in the reverse reactions. The way I learned how to tell which rxn will be the reduction and which will be the reducing is by looking at the E°red number on a table (it should be in your textbook). The most positive number will be a favorable candidate to reduce while the more negative is more likely to oxidize. But, you didnt ask for that. Now for the other part, In Electrolytic cells, electric current is used to derive a non-spontaneous redox reaction.Down`s cell and nelson cell are electrolytic cell.In Galvanic cells,electric current is produced as a result of spontaneous redox reaction. Daniel cell and fuel cell are galvanic or voltaic cell.
