Not to forget the Bible is authored by God, but written by men in the language or dialect of the readers. Hence, this warning:
IN THE OLD TESTAMENT
• Psa 78:2 I will open my mouth in a parable: I will utter dark sayings of old:
IN THE NEW TESTAMENT
• Mar 4:34 But without a parable spake he not unto them: and when they were alone, he expounded all things to his disciples.
Bible believers are aware of this, and so they give meaning that leads to “good works” and “love of fellowmen”.
This is just MORALITY for “Religiosity”.
But the purpose of God in giving us the Bible is the “salvation of the soul”. Therefore, let alone God expound on the “intended message” of His words. Here is the guide or warning:
• 2 Cor 3:6 Who also hath made us able ministers of the new testament; NOT OF THE LETTER, but of the SPIRIT: for the letter killeth, but the spirit giveth life.
For the 2nd of the Ten Commandments:
• Mar 12:31 And the second is like, namely this, Thou shalt love thy neighbour as thyself.
(Spiritually, it is not fellowmen but NEIGHBOUR to indicate it is not for the BODY or “physical” but for the SOUL or “spiritual” wellbeing.
HENCE, this verse:
• Isa_61:10 I will greatly rejoice in the LORD, my soul shall be joyful in my God; for he hath clothed me with the GARMENT OF SALVATION, he hath covered me with the ROBE OF RIGHTEOUSNESS…
Therefore, for “coat” the chosen need to share the truth for the “salvation of the soul”.
“COAT” – refers to garment, spiritually for the “garment of salvation”. This is for “SPIRITUAL LIFE”.
• Mat_5:14 Ye are the LIGHT of the world. A city that is set on an hill cannot be hid.
And for “cloke” or cloak, for the “robe of righteousness this is “for morality” pertaining to “PHYSICAL LIFE”.
Taking somebodies coat, in this case, I believe is a reference to taking more than what is just. Give him your cloak too, let him have everything, feed his greed. Nobody wants to give everything they have to somebody who doesn't deserve it but the message here is deep; The more he takes the worse for him come judgment day and the more we are willing to un-attach ourselves from worldly possessions the closer we get to the Lord.
It means that if you've wronged someone such that they are demanding repayment, you should go above and beyond the call of duty in giving them what they are owed. If you owe a shirt, give a coat as well.

But then again what do I know.
It means what it says. It's in perfectly clear English (except that you misspelled "cloak"). Can't you read?
