What is a USPS ¨shipping partner,¨ and how does the hand-off from there to the local Post Office occur?

Does USPS themselves ever pick up a package from their own ¨shipping partner?¨ Or do they leave that job exclusively to the other carriers like FedEx and UPS?

Ask at the counter of the post office.
The shipping partner is usually UPS or FedEX. The hand-off occurs at either a USPS regional distribution center/sorting office or a local post office
1) UPS, FedEx, for example.
2) The usual way...a truck (sometimes a plane) and a postal sorting warehouse.
